Promotion of employment

The instruments of publicly funded employment are an essential part of the active labour market policy of Jobcenter Leipzig, even if they are subordinate to placement in training or work, qualification and other integration services. Publicly funded employment includes work opportunities (AGH) and the instruments of the Participation Opportunities Act, which came into force on 1 January 2019. These are, on the one hand, the integration of the long-term unemployed (Section 16e SGB II) and, on the other, participation in the labour market (Section 16i SGB II).

These instruments offer people with limited chances of integration in particular the opportunity to find employment.

The main aim of the work opportunities is to counteract social exclusion through meaningful, day-structuring employment opportunities and to support participants in (re)learning key skills for everyday working life. In addition, long-term unemployed people in particular are to be gradually introduced to the general labour market and their confidence in their own ability to perform is to be strengthened.

In order to improve participants' chances of integration, the areas of employment should enable activities close to the labour market without displacing or preventing employment on the general labour market.
The aim of the Participation Opportunities Act is to give people who have been unemployed for a very long time a perspective on the labour market again by improving their employability through intensive support, individual advice and effective promotion.

All of these measures are also available as a possible integration strategy for refugees and other migrants.
In order to take account of the individual limitations of the target group for publicly funded employment, the Leipzig Job Centre works together with the diverse range of organisations and employers in the city of Leipzig to provide a sufficient number of employment opportunities in various fields.

In the interests of good cooperation with the providers and employers, the Leipzig Job Centre offers expert advice on planning, applying for and implementing publicly funded employment measures.
